Abstract: [es] A partir de una investigación desarrollada en una ciudad intermedia de la Provincia de Buenos Aires, el presente artículo propone una reflexión acerca de los modos en que la implementación de un modelo de gestión –el “gobierno electrónico”- marcado por la agenda política trasnacional con sus articulaciones específicas de capitalismo, democracia y gestión de los saberes, se superpone a la trama de la fragmentación socioespacial ya existente en el medio local y a la propia dinámica de la configuración de la identidad urbana. Planteada como una herramienta para facilitar comunicación entre gobernantes y gobernados, en sus distintas instancias de implementación el proceso de digitalización de la gestión pública presenta paradojas y contradicciones que resultan desafiantes a la hora de entender los usos y apropiaciones de las TICs en la comunicación política. [en] The aim of this work was to give an approach to the implementation of “e-government” model management in a middle range city of Buenos Aires Province, Argentina, in a process signed by transnational political agenda with its specific joints of capitalism, democracy and knowledge management. This process is superimposed, also, on the frame of existing social and spatial fragmentation in the local environment and the very dynamics of urban identity configuration. Raised as a tool to facilitate communication between the rulers and the ruled, in its different levels of implementation the digitalization process shows some paradoxes and contradictions that are challenging to understand the uses and appropriations of ICT in political communication.
Trees with small b-chromatic index

Abstract: In a recent article [5], the authors claim that the distance between the b-chromatic index of a tree and a known upper bound is at most 1. At the same time, in [7] the authors claim to be able to construct a tree where this difference is bigger than 1. However, the given example was disconnected, i.e., actually consisted of a forest. Here, we slightly modify their construction in order to produce trees, thus getting that indeed the difference between the b-chromatic index of trees and the known upper bound can be arbitrarily large. We also point out the mistake made in [5].

Abstract: The educational and curricular policies of the last two decades reflect attention to the quality of teaching by associating it with educational success, the improvement of student learning and the professional development of teachers. In this article we present some of the results of an investigation carried out with Portuguese teachers from the first cycle of basic education, who had, as their main objective, the understanding of the impact of educational and curricular policies on the development and identity of teachers, as well on the quality of teaching. We took as references various legal documents, especially the new Statute for a Teaching Career (STC) and the Evaluation of Teacher Performance (ETP) and other programs implemented by the Portuguese Ministry of Education. This longitudinal study was carried out over three years and it adopted a methodology of both a qualitative and quantitative nature, which permitted us to understand the perceptions of teachers of the first cycle of basic education using: 1) written and oral biographical narratives; 2) discussion groups formed specially for the purpose; and 3) replies from 249 questionnaires returned by teachers of this cycle. In this text we will report the results of analyzing the replies from the questionnaires and the statistical analysis made with the Chi-squared Test and the T-Test, which corroborate other studies carried out, particularly at an international level and which reveal that the teachers felt that the educational policies interfered negatively with their work, thus provoking: a weakening of their professional relationships, interaction with their peers and their collaborative work, as well as professional demotivation and disinvestment with a resulting negative impact on the quality of their teaching.

Abstract: the immersion of children in a world of written symbols and interactions around "writing" allows them to make a series of discoveries about the nature and functions of the alphabetical code before the beginning of formal education. however, the richness of these contacts and the frequency of transactions before entry in school are variable and this means that children begin school in different stages in terms of their perception of the nature of the alphabetical code. the massification of education has led to teaching strategies which are uniform and decentred from children's conceptual confusion surrounding the functioning of the written code. the comprehension of the alphabetical principle, i.e. the perception that letters ordered in the space ofwords represent the oral phonemes of lexical units, requires competences of high complexity of abstraction. several aspects are involved in this comprehension: phonological consciousness, knowledge of letters and perception of writing as a code that represents linguistic units. each of these competences and conceptions can be an obstacle to the comprehension of the alphabetical principle, affecting academic success in reading acquisition.

Abstract: this article tries to analyse the relationship between the development of phonological competence and the evolution of children′s conceptions about written language, in pré-syllabic children through two empirical studies. in the first one we used a training programme with the purpose of producing changes in the way children represent written language. the trainning was efficient since all the children progressed to a level that represents written language related to the syllabic hypothesis. also the children that were submitted to this programme made progress in their phonological skills, most of all in their abilities to manipulate syllabic units. the second research is centered in a phonological training programme focused in the syllabic units. through this training programme the children made significant progress in their phonological skills, but this programme had also implications in the way children represent written language, since their written productions became regulated by the syllabic hypothesis.

Abstract: the purpose of this study was to understand the impact of obesity on quality of life. this study aims to compare quality of life of women diagnosed with clinically severe obesity proposed to surgical treatment, with two groups of women in two different periods post-surgery. this study adopts a descriptive, cross-sectional and group comparison design. a convenience sample of consisting of 181 female participants, of which 118 with clinically severe obesity awaiting for obesity surgery (group 1), 18 already submitted to surgery for six months or less (group 2) and 45 for twelve or more months (group 3) was assessed. participants completed sf-36. group 1 has lower quality of life, with results below normative values in all dimensions, except physical function. groups 2 and 3 present a better quality of life which is close to normative values, except pain and mental health dimensions. improving quality of life in persons with clinically severe obesity, imply a individual multidisciplinary careful assessment to shape treatment to person?s needs, given its complexity and impact in physical and mental quality of life.

Abstract: we present a description of the electrogenic system and the reproductive behavior of gymnotiform electrical fishes focusing on sexual and seasonal variations of their electric displays, and the communicative value of their social electric signals roduced during courtship, using histological techniques and electrophysiological recordings. the pacemaker nucleus organizes the discharge sequence whereas the rest of the system determines the electric organ discharge waveform, which is species specific. during mating, gymnotiform fishes show electric discharge sexual dimorphism, and generate transient social signals during courtship and gametoposition. males of brachyhypopomus pinnicaudatus prolong duration of the late phase of the discharge and generate brief signals characterized by rate increase and amplitude decrease called "chirps". females ransiently stop their discharge. these courtship transient signals are always produced over a specially large nocturnal rate increase. chirps and interruptions are repeated in bursts with a temporal association that suggests communication
